A qualified Education and Career Counselor should be an expert on Psychology meaning he/she should have masters or doctoral (PhD) degree in Psychology. Other option is for him/her to have a Career Counseling Certificate from an internationally recognized institution.
A qualified Education and Career Counselor should be a problem-solver, a keen listener, good observor and have enough knowledge about careers so that he/she can direct you in the right path.
